Personal Licence

A personal licence is for individuals to provide the sale of alcohol at a licensed premises and allows the holder to authorise the sale of alcohol at premises holding a premises licence. Any individual who plans to sell or supply alcohol or authorise the sale or supply of alcohol must apply for a personal licence.

Applications for personal licence must be submitted on the prescribed forms. Applications will only be considered if the applicant lives in the Borough, if the applicant does not live in Redbridge Borough, the authority recommends submitting the application to your local Licensing Authority where you reside. 

You can only apply by email or post, to apply for a Personal Licence you must complete and submit the following:

  1. The personal licence application form
  2. The disclosure of convictions and declaration form
  3. Applicant must hold an alcohol licensing qualification accredited by the Home Secretary. GOV.UK has a list of accredited personal licence qualification providers.
  4. A basic disclosure issued within a month of the application to obtain a personal licence from the authority. Disclosure and Barring Service has guidance on obtaining a basic criminal record conviction certificate. You can also obtain an online version, a code will be generated and you will need to send that when submitting application.
  5. Two passport sized photographs of the applicant, one correctly endorsed.  Find out who can countersign the photo to prove the identity of the applicant
  6. Proof that you are entitled to work in the UK

Personal licence applications must be signed by the applicants, this means solicitors or agents cannot sign on their behalf.

Application fees are non-refundable if an application is withdrawn or rejected. If applying by email, or you do not have a cheque book, we can give you a call to take payment by card, please request this in your email or on your form.

The application will be considered valid only when all required information and documentations including the appropriate fee have been received.  Please be advised that applications are being dealt with in strict date order and your patience is much appreciated during this period.  Please allow up to 28 days for these to be processed.

If you are applying for a personal licence you must have the right to work in the UK. Evidence of this must be supplied with the application. If you fail to provide then necessary evidence we will have to reject your application.

The Deregulation Act of 2015 eliminates the need for personal licence renewal. Personal licences are now valid indefinitely unless surrendered or revoked.

If the applicant has any relevant conviction(s), the authority must notify the Police and the Home Office Immigration Enforcement and the responsible authorities may make a representation to the authority.

If no relevant representations are received, the authority will grant the application. 

A hearing must be held if any relevant representations are made in respect of the application or unless the representation or application is withdrawn. If a hearing is held the licence may be granted or the application may be refused. The licensing authority will serve a notice of its decision on the applicant, Police and Home Office Immigration Enforcement which made relevant representation.

You may appeal a licensing hearing decision to the Magistrates Court within 21 days of receiving notice of the decision.

This authority has a duty to protect the public funds it administers and to that end, the information you supply on the licensing applications may be used to prevent and identify fraud. For these objectives, the authority may also share your information with other authorities responsible for purposes of auditing or administering public monies. Personal Licence holders must inform the issuing Licensing Authority of any changes in their circumstances. It is an offence not to do so.

Holders of a personal licence are under a legal obligation to notify the authority of any change in their name or address using the prescribed format. 

To change your name and/or address (PDF 109KB), the original personal licence must be returned to authority along with a fee of £10.50  and the notification form.

The authority will review and process the request as a result an amended licence will then be issued.

If a personal licence is lost, stolen, damaged or destroyed, the registered licence holder can request a replacement copy by completing and returning the prescribed form (PDF 368 KB) along with £10.50 fee.

Any applications received without the required information and documentations including payment will be invalid for consideration by the authority.
