Street Naming and Numbering
The Street Naming and Numbering (SNN) department of the London Borough of Redbridge is responsible for addressing, naming or numbering new or existing streets, buildings and dwellings in Redbridge. It does this, and keeps a register of addresses, because of powers in the London Building Acts (Amendment) Act 1939.
New postal addresses are needed if:
- new developments, redevelopments, conversions or subdivisions change the number of units (for residential, retail, industrial or leisure purposes)
- there’s a change to how properties are accessed (either by creating a new road, new access points or through reconfiguration)
Changing an address
If you want to change the name or number of an existing property you must make an application to us.

Suggesting proposed addressing/names
Developers and residents can make their own name suggestions. You cannot choose a name that’s already in use in the borough, so we recommend submitting at least 2 suggestions in your application.
Contact us as early as possible to discuss your application, preferably before building works start and before a development name has been marketed and/or publicised.
For your suggestion to have the best chance of being accepted, try to choose an address that is:
- unique
- unambiguous
- not difficult to pronounce, offensive or awkward to spell
- cannot be construed as advertising
- has a connection with the local area
After we have your suggestions, we'll consult with the Emergency Services. This can take several weeks.
How to apply
To process your application we need you to:
- Complete the Street Naming and Numbering application form
- Provide supporting information that will assist us to identify the units, their location and their extent (for example, floor plans and site location plan)
- Pay the correct fee (we will contact you by telephone for payment by debit/credit once the application has been logged)
- Provide an accommodation schedule which includes plot numbers if you are creating 10 or more residential units
- Supply consent from the freeholder that you have authorisation to change/re-address the property, if you are the leaseholder
We aim to acknowledge your application within 10 working days. We'll contact you if we need any extra information.
We'll then consult with the Emergency Services, Royal Mail and internal departments. Then we'll:
- give the development an official address or addresses and enter the addresses into the Council’s address database (Local Land and Property Gazetteer (LLPG))
- let you know the official addresses and provide a copy of the assigning order
- inform Royal Mail, Emergency Services and relevant internal/external bodies

Example of fees
Example 1
If an existing addressed property (1 Redbridge Street) is converted into 3 flats, this would be 3 new addressable (flats) units:
- Flat 1, 1 Redbridge Street (£150)
- Flat 2, 1 Redbridge Street (£150)
- Flat 3, 1 Redbridge Street (£150)
Total = £450
Example 2
If a new building contains 3 separate units, this would be:
- 3 new units (3 x £150 = £450)
- introducing a new building/block name (£437)
Total = £887
Example 3
A new dwelling is built for single occupation.
- 1 new dwelling house (£208)
Example 4
Redevelopment of a site that includes:
- a new road £762)
- 5 new dwelling houses (1 x £208 and 4 x £137 which totals £756)
- a new building/block with a name (£437)
- 4 new units within the building (4 x £150 totalling £600)):
Total = £2,555
Local Land and Property Gazetteer (LLPG) and Local Street Gazetteer (LSG)
The Local Land and Property Gazetteer (LLPG) is a corporate address database with:
- information on land and property
- all official addresses
- any alternate address information
The register is the definitive source of address information in the Council.
The Local Street Gazetteer (LSG) is the council’s corporate street database. it includes all:
- official streets
- official paths and footpaths
- any informal or unofficially named streets, paths and footpaths in the borough
This, combined with Highways Associated Street Data (ASD) information, is the comprehensive register of borough streets.

The LLPG and LSG use 2 reference numbers:
- Unique Property Reference Number (UPRN)
- Unique Street Reference Number (USRN)
These are given to every property, street and parcel of land. There is more information on the Government's Property and Street Information webpage
Address and street data information
All local authorities in England and Wales must maintain an LLPG and LSG for their area and submit information from it to a central repository (governed by GeoPlace).
We continually update the LLPG and LSG to ensure they are accurate. We give daily updates to GeoPlace as part of the DCA Agreement. GeoPlace combines this information with other national data sources to produce the National Land and Property Gazetteer and National Street Gazetteer infrastructure
This data is then used by Ordnance Survey, combined with additional information, to form the AddressBase® range of products. These products are used by important services such as:
- police and ambulance services to locate properties in an
- emergency
- delivery companies
- online service providers
- other companies to provide online address services
Enforcement
If we discover improper addressing or unofficial addressing which could cause problems in emergency situations, we can enforce addressing or take corrective measures.
We can take enforcement action or issue fines in cases where there is:
- failure to put appropriate signage up
- incorrect signage erected
- defacing or pulling down of signage
Telling us when works are complete
When the development or building works are complete and the building is ready for occupation, let us know by emailing:
We'll then notify Royal Mail who will make the address live in their PAF® database. Only a local authority can instruct Royal Mail to do this so please ensure you let us know.
We'll then make the addresses live in our address database, so you can use Council services and other services like utilities and delivery services.
